The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) was selected by Federal Highways to be one of thirty-five recipients of an award funding the development of a pilot program to promote efficient growth patterns and preserve community livability through coordinated regional planning efforts.  The funding comes from an innovative initiative called the Transportation and Community and System Preservation Pilot Program (TCSP).  Established in the six-year surface transportation law titled The Transportation Equity Act for the 21st Century (TEA-21).  TCSP is an initiative consisting of research and grants that will assist communities as they work to solve interrelated problems involving transportation, land development, environmental protection, public safety, and economic development.

The vision for the BCD project is a metropolitan region that encourages sustainable growth patterns and is proactive (not reactive) to growth trends.

  • Develop Broad Group of Project Partners

  • Analyze Regional Growth Patterns

  • Calculate Environmental and Infrastructure Benefits and Costs

  • Investigate and provide information concerning strategies and techniques

Partnering Committee

The TCSP pilot program in the BCD Region will bring together a broad group of partners from around the region to thoroughly examine the region's growth issue.  The BCD region keeps growing and decisions about how we grow are made everyday with or without your input and planning.  These decisions will affect what life is like in our region for generations to come.  Have a voice in the process and join the partnering committee.  The partnering committee will be the central committee that will discuss the important issues.

Working committees will be formed at the request of the partnering committee to study in-depth various steps in the planning process.  A broad range of experts will be invited to sit on working committees.  Examples of the topics sent to working committee include:

  • Infrastructure/Service Cost Model

  • Environmental Cost Model

  • Regional Growth Patterns

  • Development Options

  • Coordination of Planning Efforts

  • Implementation of Preferred Options
