The South Carolina Department of Commerce, in conjunction with its partners, has prepared the 2022 Annual Action Plan as part of the State Consolidated Plan for Housing and Community Development. The Plan’s primary purpose is to satisfy the U.S. Department of Housing and Urban Development’s (HUD) statutory requirements for South Carolina to receive funding for the following HUD programs: Community Development Block Grant, HOME Investment Partnerships, National Housing Trust Fund, Emergency Solutions Grant, and Housing Opportunities for Persons with AIDS.

The consolidated Annual Action Plan contains a summary of each program’s individual annual plan, with more detailed documents available from the administering agency.

The SC Department of Commerce administers CDBG; the State Housing Finance & Development Authority administers HOME program, the NHTF program and the newly funded HOME American Rescue Plan (ARP); the SC Office of Economic Opportunity administers ESG; and the SC Department of Health and Environmental Control administers HOPWA.

Note that the HOME ARP Program is under development now and will have is own Allocation Plan, which is currently being developed.

A thirty-day public comment period began January 10, 2022 and extends through February 8, 2022. The copy of the plan is also available for public review during normal business hours at the BCD Council of Governments’ office on Casper Padget Way.

A virtual public hearing to discuss the plan will be held at 2pm on January 27, 2022.
