The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is a regional planning agency assisting municipalities within the tri-county Charleston SC region to develop local and regional plans, as well as provide local governments with planning and technical support to improve the quality of life in the region.

BCDCOG staff provides direct support to local jurisdictions in comprehensive land use and land development planning, economic and community development (CDBG) project development, and infrastructure project implementation, as well as coordinates planning and implementation of multi-jurisdictional environmental, land use, transit and transportation planning initiatives.

General Statement of Job

Our team is currently seeking a detail-oriented and experienced planner with strong organizational, data management and GIS skills to conduct research, organize and analyze demographic and other statistical data, and prepare maps in support of projects within all program areas of the agency. Under general supervision, this position performs various entry and intermediate level professional geospatial analysis tasks and mapping assistance under direction of the Executive Director, Planning Director and/or a Senior Planner.

Duties will include management of databases, preparation of statistical reports and maps, provision of information related to region wide planning initiatives, as well as projects for municipal and county jurisdictions within the region. The GIS Planner will also provide technical support and information to member jurisdictions and the general public as requested. Interested candidates should be confident in, and be able to demonstrate, their ability to establish and attain goals, meet deadlines, work both independently and as part of a team, requiring adaptability and objectivity.

The ideal candidate holds a Bachelor’s Degree in geography, urban planning, or a closely related field with a focus in GIS management and analysis and at least one year of relevant professional experience (preferably with a public sector planning agency). An Associate’s degree, as well as three years of relevant professional planning experience may be substituted by a candidate with more extensive experience in demography, statistical analysis, or Geospatial database systems in ESRI’s geodatabase format or other mapping tools.  Strong analytical and critical thinking skills with the ability to communicate data findings via various modes are necessary, along with experience in the use and management of Geographic Information Systems (GIS). Working knowledge of ArcGIS extensions CommunityViz, Spatial Analyst and Network Analyst is preferred. A working knowledge of Adobe Creative Suite 6 software is desired, but not required.

Essential Functions

Provides professional planning, geographic information systems (GIS) analysis, mapping, and project assistance for regional, as well as local, governments in areas such as planning policy, comprehensive plans, land use planning and regulation, urban design, transportation, public transit and other infrastructure planning and programming, water and air quality, economic development, and other planning and related issues, with a special emphasis on statistical analysis and Geographic Information System (GIS) support of these activities, as well as other activities listed in this position description.

  • Collects, organizes, and evaluates complex regional planning data in support of agency programs and projects, preparing public information reports and presentations of results, and maintaining such data in GIS format.
  • Prepares special study reports, plans, and documents on regional, as well as local, level demographic and construction trends as necessary.
  • Provides data collection and analysis, and GIS support services to other COG staff/contract clients/and member jurisdictions, including GIS program maintenance and management.
  • Develops and maintains an Officewide Geospatial database system in ESRI’s geodatabase format, including creation and maintenance of metadata to facilitate BCDCOG staff use of the GIS system.
  • Assists in development and maintenance of BCDCOG’s online mapping site with current data and mapping tools for public use.
  • Maintains data that supports Google Transit and Automated Vehicle Location for transit systems: CARTA and TriCounty Link.
  • Creates maps to support grant applications.
  • Assists online mapping users with map creation and usage.
  • Provides informational services to a variety of agencies, groups, committees, organizations as well as the general public concerning the planning activities of the agency.
  • Provides support to regional metropolitan (CHATS MPO), as well as the rural transportation planning and programming activities of the organization.
  • Assists with the agency’s water quality planning and review activities.
  • Organizes meetings and project schedules and adheres to assigned project timeframes.
  • Responds to general requests for information.

Additional Duties:

  • Performs other duties as required by the Executive Director.

Minimum Qualifications

A Bachelor’s degree in geography, planning, or closely related field with a focus in GIS management and analysis is required. An Associate’s degree, as well as two years of relevant professional planning experience may be substituted for the bachelor’s in planning.

Strong organizational, analytical and critical thinking skills. Proficiency in ArcGIS software suite and working knowledge of Microsoft Office Suite software is required.

Working knowledge of ArcGIS extensions Spatial Analyst and Network Analyst is preferred. A working knowledge of Adobe Creative Suite 3 software is desired, but not required.
