The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is a regional planning agency assisting municipalities within the tri-county Charleston SC region to develop local and regional plans, as well as provide local governments with planning and technical support to improve the quality of life in the region.
As the Economic Development District (EDD) for the region, BCDCOG staff provides direct support to local jurisdictions in comprehensive land use and land development planning, economic and community development (CDBG) project development, and infrastructure project implementation, as well as coordinates planning and implementation of multi-jurisdictional environmental, land use and transportation planning initiatives. We currently have an opening for an economic development professional with demonstrated experience as a strong project manager working with economic research, stakeholder engagement, and strategic plans to coordinate implementation of a regional economic recovery and resiliency plan.
The Regional Economic Development Specialist will also work to provide technical support and capacity building for the EDD and member jurisdictions, including but not limited to, integration of disaster mitigation and recovery strategies within comprehensive plans and expanding communications of partner programs and available resources to constituent businesses. Interested candidates should be confident in their ability to establish and attain goals, meet deadlines, work both independently and as part of a team, requiring adaptability and objectivity.
Responsibilities of this position will involve supporting efforts of One Region, a collaboration of private organizations and industries that recognizes the value of unified region and the need to plan specific actions to support immediate recovery from economic events, by making connections between larger industries and local governments to augment the capacity of the region’s impacted communities.
This position will also assist with local, state and federally led coronavirus recovery planning efforts, identify economic development grant-eligible projects with state and federal resources for locally impacted communities, and foster additional private and non-private partnership opportunities to support disadvantaged businesses and communities. Duties will involve ensuring compliance with state and federal funding, public notification and participation requirements, and grant documentation requirements.
The ideal candidates have a mix of economic development knowledge and coordination abilities including strong skills in data research and technical analysis, communications, presentations and computer programs. Experience in the use of analytical tools such as GIS, excel and a proven ability to analyze complex issues and present results in concise reports and presentations is desired.
Candidates must hold a Bachelor’s Degree in Planning, Public Administration, Economics or a related field and three years of professional experience. A Master’s Degree in Planning, Public Administration, Economics or a related field may be substituted for one year of required experience.
